About This Module

An equitable assessment of parcel values can be a daunting issue to balance each year for tax assessors and tax commissioners. GIS can be a powerful tool to help these professionals perform more efficient assessments and ensure that property valuations are conducted with the advantage of objective analysis and comparison of other similar properties. This benefits taxpayers and often times reveals revenues for a city or county that are untapped simply because there is no easy way to identify them without the aid of GIS. This is a self-guided series of lessons aimed at demonstrating the “how-to” of accomplishing improved parcel assessment and discovering the true values hidden just beneath the surface of a GIS-based parcel fabric. These hidden revenues can be uncovered through the detection of errors in a parcel database and through other analysis processes as you will see in the exercises.

Module Audience

The lessons in this module can strengthen the GIS skills of tax assessment professionals, property appraisers, real-estate professionals, and those interested in using GIS-based parcel information in their duties. Users of this module should have a basic understanding of GIS concepts and a minimum of exposure to ESRI’s ArcView 9.x software.
